Gordon brings unparalleled experience in trade negotiations to his clients, as one of the principal architects of the Canada-USA free trade agreement.

Gordon wrote Wrestling with the Elephant: The Inside Story of the Canada-US Trade Wars (Macfarlane, Walter and Ross, 1997), recounting his 22-year public service career in trade, and industrial and economic development. He also served as associate deputy minister of the Department of Regional Industrial Expansion and deputy secretary of the Ministry of State for Economic Development.

Gordon has also been asked to advise the Government of Canada on a number of controversial issues. He chaired the Advisory Committee on direct-to-home satellite television broadcasting and advised the Minister of Canadian Heritage in the magazine dispute with the United States. In 2005, he served as senior adviser to the Government of Canada in the latest round of negotiations with the USA over trade in softwood lumber.

He is a member of the Panel of Senior Advisers to the Auditor General for Canada and serves as a director of Maple Leaf Foods Inc. and AIG United Guaranty Canada.
