Gordon brings unparalled experience in trade negotiations to his clients, as one of the principal architects of the Canada-USA free trade agreement. His experiences are recounted in Wrestling with the Elephant: The Inside Story of the Canada-US Trade Wars (Macfarlane, Walter and Ross, 1997). That assignment capped a 22-year public service career in trade, and industrial and economic development. Other senior posts included associate deputy minister of the Department of Regional Industrial Expansion and deputy secretary of the Ministry of State for Economic Development.
In recent years, Gordon also has been asked to advise the Government of Canada on a number of controversial issues. He chaired the Advisory Committee on direct-to-home satellite television broadcasting and advised the Minister of Canadian Heritage in the magazine dispute with the United States. In 2005, he served as senior advisor to the Government of Canada in the latest round of negotiations with the USA over trade in softwood lumber. He is a member of the Panel of Senior Advisors to the Auditor General for Canada.
Gordon also serves as a director of Maple Leaf Foods Inc. and AIG United Guaranty Canada.
